What is an Out-of-Province (OOP) inspection?

A provincial safety inspection is required for vehicles brought into British Columbia from another province or country. The inspection confirms the vehicle meets B.C.’s safety standards so it can proceed through registration, licensing, and insurance.

Driving a vehicle into B.C.

To drive a vehicle into B.C. before it is registered, you’ll need temporary insurance from ICBC called a Binder for Owner’s Interim Certificate of Insurance, purchased through an Autoplan broker. You may also need an in-transit permit from the province, territory, or U.S. state where the vehicle was purchased.

Required documents

Imported from another Canadian province

  • Vehicle registration from the previous jurisdiction, or a New Vehicle Information Statement
  • Original bill of sale
  • A passed inspection report, signed by the inspector, from a B.C. designated inspection facility

Imported from the United States

  • Vehicle Import Form 1 with two stamps from the Canada Border Services Agency (CBSA)
  • CBSA document B15, or B3, B4, or Customs Accounting Declaration (CAD)
  • Original Certificate of Title or Certificate of Origin
  • Original bill of sale
  • A passed inspection report, signed by the inspector, from a B.C. designated inspection facility

Flood-damaged vehicles

Vehicles that have been damaged in floods can’t be licensed or insured in British Columbia.

Provincial Sales Tax (PST)
